THEY MAY BE INSTALLED ON JUNE 1ST AND MUST BE REMOVED BY SEPTEMBER 30TH IN SOME ELDERLY DEVELOPMENTS THE AIR CONDITIONERS MAY BE INSTALLED PERMANENTLY. PLEASE NOTIFY THE OFFICE PRIOR TO THE INSTALLATION AND TO OBTAIN ANY ADDITIONAL INFORMATION REGARDING MEDICAL EXCEPTIONS TO THIS POLICY.
APARTMENT SIZE
THE APARTMENT WHICH YOU ARE RENTING IS SELECTED TO HOUSE ADEQUATELY THOSE PERSONS LISTED IN YOUR LEASE. IT IS NOT INTENDED TO PROVIDE QUARTERS FOR ROOMERS OR LODGERS. THE APARTMENT CONSISTS OF A LIVING ROOM, ONE, TWO OR THREE BEDROOMS, KITCHEN AND BATHROOM. TENANTS LIVING IN APARTMENTS WITH BASEMENTS ARE RESPONSIBLE FOR THE CLEANLINESS. NO FLAMMABLE MATERIALS ARE TO BE STORED IN THE BASEMENTS. BASEMENTS ARE NOT TO BE USED FOR SLEEPING AREAS.
APPLIANCES
REFRIGERATORS ARE NOT PROVIDED FOR NEW RESIDENTS. THE AUTHORITY WILL BE RESPONSIBLE FOR REPAIRS AND REPLACEMENT OF INOPERABLE REFRIGERATORS STILL OWNED BY THE AUTHORITY.

AN APPLICATION FOR USE FOR MEETINGS AND FUNCTIONS MUST BE SUBMITTED TO THE OFFICE. RESTRICTIONS AND ALLOWED USAGES MAY BE OBTAINED FROM THE OFFICE.

ALL APARTMENTS HAVE BEEN WIRED FOR CABLE TELEVISION. IF YOU WISH THIS SERVICE, CALL COMCAST CABLE AT THE NUMBER LISTED ON THE INSIDE FRONT COVER OF THIS BOOK.

THE ELECTRICAL SYSTEM IN YOUR APARTMENT IS PROTECTED FROM OVERLOADS BY MODERN CIRCUIT BREAKERS INSTALLED IN A PANEL IN YOUR APARTMENT. IF YOUR LIGHTS GO OUT AND OTHER FAMILIES ARE HAVING NO TROUBLE, YOU HAVE EITHER A SHORT CIRCUIT IN ONE OF YOUR APPLIANCES OR EQUIPMENT. TRY TO FIND AND CORRECT THE TROUBLE SPOT BEFORE YOU RETURN THE SWITCH TO THE “ON” POSITION. IF TROUBLE PERSISTS, CALL THE MAINTENANCE OFFICE.
EMERGENCY CALL SYSTEMS
BROOKSIDE, MAPLE TERRACE AND OAKHURST ELDERLY DEVELOPMENTS HAVE AN EMERGENCY CALL SYSTEM INSTALLED. A PULL CORD SYSTEM IS INSTALLED IN THE BATHROOM AND SLEEPING AREA. IN AN EMERGENCY, WHEN THE CORD IS ACTIVATED, YOUR DOORS WILL BECOME UNLATCHED AND A BELL SIGNAL AT YOUR ENTRY DOOR WILL RING. THIS WILL INDICATE THAT YOU NEED HELP. THE DOOR WILL REMAIN UNLATCHED UNTIL THE EMERGENCY CORD SWITCH IS RESET. AS NEIHBORS YOU SHOULD RESPOND TO THIS ALARM. DO NOT TIE UP THE EMERGENCY PULLCORD OR PUT EXTRA LOCKS ON THE DOORS, AS THIS WILL PREVENT THE SYSTEM FORM WORKING PROPERLY.
EXITS
ALL UNITS HAVE TWO EXITS. BOTH MUST BE KEPT CLEAR FOR THEIR USE IN CASE OF EMERGENCY. DO NOT BLOCK EITHER EXIT WITH FURNITURE OR ANYTHING THAT MAY INHIBIT ITS USE IN AN EMERGENCY.

IF YOU WISH TO PUT A FENCE IN YOUR YARD, PLEASE CALL THE MANAGEMENT OFFICE TO OBTAIN APPROVAL FIRST. THE AUTHORITY HAD PROCEDURES AND REQUIREMENTS THAT MUST BE MET BEFORE A FENCE CAN BE INSTALLED.
FIRE PROTECTION
SMOKE DETECTORS ARE HARD WIRED. DO NOT TAMPER WITH OR DISABLE THEM. PLEASE VACUUM MONTHLY TO PREVENT FALSE ALARMS CAUSED BY DUST BUILDUP.
OUR EXPERIENCE IN PUBLIC HOUSING INDICATES THAT PRACTICALLY ALL FIRES ARE CAUSED BY CARELESS SMOKERS OR BY THE USE OF MATCHES AROUND OVER STUFFED FURNITURE AND THE CARELESS USE OF COOKING OILS IN PREPARED FOODS.
PLEASE USE CAUTION AT ALL TIMES AND REMEMBER THAT A FIRE MAY ENDANGER THE LIVES OF MANY OTHERS. THE ATTLEBORO FIRE DEPARTMENT CAN BE REACHED BY DIALING 911.
FLOORS
AVOID DENTS OR MARKING ON YOUR FLOORS BY PROVIDING WOOD, PLASTIC OR GLASS CUPS FOR HEAVY FURNITURE. ANY DAMGE TO THE FLOORS FROM YOUR LACK OF CONFORMITY TO THIS REQUIREMENT WILL BE YOUR RESPONSIBILITY.
WASH FLOORS WITH WARM WATER AND A MILD SOAP. ONLY WATER BASED WAXES SHOULD BE USED.
GARBAGE DISPOSALS
GARBAGE DISPOSALS ARE PROVIDED IN THE ELDERLY HOUSING DEVELOPMENTS. THEY SHOULD BE FLUSHED WITH PLENTY OF COLD WATER TO KEEP THEM CLEAN AND FREE FROM ODOR.
INSPECTIONS
A MANDATORY INSPECTION OF YOUR APARTMENT WILL BE CONDUCTED EACH YEAR. THIS INSPECTION IS NECESSARY AND IS REQUIRED IN TERMS OF YOUR LEASE. YOU WILL BE NOTIFIED OF INSPECTIONS WITHIN A REASONABLE TIME PERIOD. INSPECTIONS MAY BE CONDUCTED AT OTHER TIMES DURING THE YEAR, NOT EXCEEDING FOUR VISITS. IN EXTREME EMERGENCY CIRCUMSTANCES, THE AUTHORITY RESERVES THE RIGHT TO CONDUCT IMMEDIATE INSPECTIONS. IF YOU HAVE ANY QUESTIONS CONCERNING INSPECTIONS, CONSULT YOUR LEASE OR CALL THE OFFICE.
INSURANCE
THE AUTHORITY STRONGLY RECOMMENDS THAT TENANTS PURCHASE RENTERS HOUSEHOLD INSURANCE TO PROTECT YOU FROM LOSS OR DAMAGE TO YOUR HOME FURNISHINGS RESULTING FROM FIRES, STORMS, VANDALISM, BURGLARY, ROBBERY, ETC. PLEASE CONTACT YOUR INSURANCE REPRESENTATIVE FOR ADDITIONAL INFORMATION.
KEYS AND LOCKOUTS
YOU WILL BE GIVEN ONE KEY TO YOUR APARTMENT AND ONE MAILBOX KEY UPON SIGNING YOUR LEASE. GUARD THEM CAREFULLY BECAUSE IF YOU LOSE THEM YOU WILL HAVE TO PAY FOR NEW ONES.
AS A SERVICE TO RESIDENTS OF THE ELDERLY DEVELOPMENTS, A TENANT VOLUNTEER HOLDS A MASTER KEY TO ASSIST IN LOCKOUTS.
IF YOU LOCK YOURSELF OUT AFTER REGULAR HOURS AND OUR MAINTENANCE MAN HAS TO BE CALLED IN TO OPEN YOUR APARTMENT, THERE WILL BE A $25.00 CHARGE FOR THIS OVERTIME SERVICE. THE CHARGE IS TO BE PAID WITHIN 24 HOURS OF THE SERVICE ITSELF.
THERE WILL BE A CHARGE FOR THE REPLACEMENT OF LOCKS EQUAL TO THE COST FOR THE AUTHORITY TO REPLACE THE LOCKS.
MAINTENANCE SERVICE REQUESTS
MAINTENANCE REQUESTS ARE TO BE MADE TO THE OFFICE BY CALLING 222-0151 WHEN A PROBLEM ARISES WHICH IS BEYOND YOUR POWER TO CORRECT. ALL PERSONNEL RECEIVE THEIR WORK ORDERS THROUGH THE MAINTENANCE OFFICE ONLY. BECAUSE SERVICE REQUESTS CAN MULTIPLY UNDER CERTAIN CONDITIONS, PLEASE BE PATIENT WITH THE MAINTENANCE STAFF.
EMERGENCY SITUATIONS SUCH AS POWER FAILURES, LOSS OF HEAT, BROKEN WATER OR GAS PIPES AND FIRES OF ANY KIND WILL BE HANDLED IMMEDIATELY, BROKEN WINDOWS OR LOW DRAINING SINKS OR TUBS ARE NOT EMERGENCIES TO THE AFTER HOURS ANSWERING SERVICE (222-0151), BE SURE TO GIVE BUILDING AND APARTMENT NUMBERS AND A TELEPHONE NUMBER WHERE YOU MAY BE REACHED.
DO NOT CALL THE GAS OR ELECTRIC COMPANIES FOR SERVICE TO YOUR APPLIANCES. ALL PROBLEMS SHOULD BE DIRECTED FIRST TO MAINTENANCE, WHO WILL THEN NOTIFY THE APPROPRIATE UTILITY. COSTS INCURRED BY NOT FOLLOWING THIS POLICY WILL BE THE RESPONSIBILITY OF THE TENANT.
MOVING
THE LEASE WHICH YOU SIGN AS A RESIDENT OF THE ATTLEBORO HOUSING AUTHORITY DETERMINES THE CONDITIONS UNDER WHICH YOU OR THE AUTHORITY OR YOU MAY TERMINATE YOUR OCCUPANCY AGREEMENT.
YOU MUST GIVE US 30 DAYS WRITTEN NOTICE IF YOU PLAN TO VACATE. WHEN YOU LEAVE WE EXPECT YOUR UNIT TO BE IN AS CLEAN A CONDITION AS WHEN YOU MOVED IN. PLEASE SEE TO IT THAT CLOSETS, SHELVES, STOVE, REFRIGERATOR, PLUMBING FIXTURES AND DOORS ARE CLEANED OF RESIDUE, FOOD, DUST AND DIRT. THE REPLACEMENT OF ITEMS DAMAGED DURING YOUR TENANCY BY OTHER THAN NORMAL WEAR AND TEAR OR THE CLEANING OF YOUR DWELLING WILL BE CHARGEABLE TO THE TENANT.
A PARKING STICKER WILL BE PROVIDED FOR YOU TO IDENTIFY YOUR VEHICLE AS BELONGING TO A TENANT OF THE AUTHORITY. THE ASSIGNMENT OF PARKING SPACES VARY AT EACH DEVELOPMENT. CERTAIN FACTORS, SUCH AS A TENANT’S LENGTH OF RESIDENCY OR PARTICULAR PHYSICAL HANDICAP, MAY BE USED IN DETERMINING PARKING ASSIGNMENTS. EACH DEVELOPMENT HAS A TENANT PARKING REPRESENTATIVE WHO WILL MONITOR THE PARKING ASSIGNMENTS. IF YOU REQUIRE HANDICAPPED PARKING PLEASE CONTACT YOUR TENANT REPRESENTATIVE.
GUEST PARKING IS RESTRICTED AND A PARKING CARD IS REQUIRED IF A VEHICLE IS TO BE PARKED MORE THAN 24 HOURS ON AUTHORITY PROPERTY.L THE CARDS ARE AVAILIBLE FROM THE PARKING REPRESENTATIVE OR AT THE OFFICE. SINCE SPACE IS LIMITED NOT EVERY TENANT OR GUEST IS GUARANTEED A PARKING SPOT.
UNREGISTERED VEHICLES, OR ANY VEHICLE POSING A HEALTH OR SAFETY HAZARD, WILL BE TOWED AT THE OWNER’S EXPENSE.
RESIDENTS MAY NOT PERFORM ANY WORK OR REPAIRS ON AUTHORITY PROPERTY. WASHING OF VEHICLES IS NOT PERMITTED.
PLEASE DO NOT DRIVE YOUR CAR OVER THE GRASS.
PEST CONTROL
VERMIN, INSECTS AND OTHER PESTS FREQUENTLY GET INTO THE CLEANEST PLACES THROUGH NO FAULT OF THE TENANT OR OWNER.
IF YOU SEE ANY OF THESE PESTS, OR ANY SIGNS OF THEM AFTER MOVING INTO THE DEVELOPMENT, THE AUTHORITY INSISTS THAT YOU DO YOUR PART IN THIS VERY SERIOUS MATTER BY NOTIFYING THE MAINTENANCE OFFICE IMMEDIATELY, AND PROFESSIONAL EXTERMINATION SERIVICES WILL BE PROVIDED FREE OF CHARGE.
ALL TENANTS MOVING INTO THE DEVELOPMENTS MUST PRESENT CERTIFICATION OF PEST CONTROL SERVICE FOR THEIR FURNISHINGS AND BELONGINGS.
PETS
IN THE FAMILY HOUSING DEVELOPMENTS, WE DO NOT PERMIT THE KEEPING OF DOGS, CATS, OR OTHER FOUR LEGGED ANIMALS. PETS SUCH AS FISH OR BIRDS ON THE OTHER HAND ARE WELCOME.
RESIDENTS IN THE ELDERLY DEVELOPMENTS MAY REQUEST A WAIVER FROM THE EXECUTIVE OFFICE OF COMMUNITIES AND DEVELOPMENT, AND MUST COMPLY WITH THE PET REGULATIONS, WHICH MAY BE OBTAINED AT THE OFFICE.
PLUMBING FIXTURES
CLOGGED FIXTURES, RUNNING TOILETS AND LEAKING FAUCETS SHOULD BE REPORTED TO THE MAINTENANCE OFFICE PROMPTLY. NEVER ATTEMPT TO REMEDY SUCH SITUATIONS YOURSELF. IF PLUMBING STOPPAGES OCCUR AS A RESULT OF YOUR CARELESSNESS, THE COST OF REPAIRS WILL BE CHARGED TO YOU. PLEASE MAKE CERTAIN EXCESS WATER IS NEVER ALLOWED ON THE FLOOR; IT MAY SEEP INTO THE FLOOR BELOW AND CAUSE CONSIDERABLE DAMAGE TO THE PROPERTY. USE A BRUSH RATHER THAN A CLOTH IN CLEANING TOILETS. CLOTH CAN SLIP AND BECOMES LODGED IN PLUMBING. PLEASE MAKE SURE THAT ALL FAMILY MEMBERS INSERT THE SHOWER CURTAIN IN THE TUB TO PREVENT WATER FROM LEAKING ON THE BATHROOM FLOOR.
POLITICAL CANDIDATES AND SIGNS
TO PROTECT THE TENANTS RIGHT TO LIVE QUIETLY AND PEACEABLY, THE AUTHORITY DOES NOT ALLOW THE PLACEMENT OF POLITICAL MATERIALS ON ANY BUILDINGS OR PROPERTY OWNED BY THE AUTHORITY. ANY EXCEPTIONS TO THIS POLICY MUST BE APPROVED BY THE EXECUTIVE DIRECTOR.
PERMISSION FOR CANDIDATES FOR GATHERINGS FOR POLITICAL PURPOSES MUST BE REQUESTED THROUGH THE TENANT’S ASSOCIATION.
A COPY OF THE PROCEDURES AND REQUIREMENTS OF THIS POLICY IS AVAILABLE AT THE OFFICE.
RECREATIONAL VEHICLE BAN

RUBBISH
TENANTS ARE EXPECTED TO SECURE THEIR OWN GARBAGE, WHICH THEN SHOULD BE PLACED IN THE DUMPSTER. YOUNG CHILDREN SHOULD NOT BE IN CHARGE OF THIS TASK. THE AREA AROUND THE DUMPSTER SHOULD ALWAYS REMAIN FREE AND CLEAR OF ANY TRASH OR AUTOMOBILES THAT WOULD INTERFERE WITH THE ENTRANCE OF SANITATION TRUCKS.
SMOKING
NO SMOKING IS ALLOWED IN THE COMMON AREAS OF ALL BUILDINGS OWNED BY THE ATTLEBORO HOUSING AUTHORITY. THIS DOES NOT APPLY TO LIVING AREAS OF THE TENANTS.
STAIRWAYS, CORRIDORS AND HALLS
YOUR HOME INCLUDES NOT ONLY YOUR APARTMENT, BUT ALSO THE STAIRWAYS, CORRIDORS AND HALLS. YOU SHARE THE RESPONSIBILITY IN KEEPING THESE AREAS CLEAN AND FREE OF CLUTTER. IN CASE OF FIRE ALWAYS LEAVE YOUR APARTMENT AND GO TO THE STAIRWAY NEAREST TO YOU. IF YOU LIVE IN A BUILDING WITH AN ELEVATOR, DO NOT USE THE ELEVATOR.
STOVES
IT IS BEST TO CLEAN YOUR STOVE EACH WEEK. THIS IS IMPORTANT BECAUSE GREASE ALLOWED TO REMAIN FOR A LONG TIME IS ALMOST IMPOSSIBLE TO REMOVE AND COULD CREATE A FIRE SAFETY HAZARD.
PLEASE NOTIFY THE MAINTENANCE OFFICE IMMEDIATELY IF YOU STOVE IS MALFUNCTIONING.
TENANT ORGANIZATION
TENANTS ARE ENCOURAGED TO TAKE PART IN THE MATTERS CONCERNING THEIR HOUSING DEVELOPMENT. AT EACH SITE, THERE IS AN ELECTED TENANT REPRESENTATIVE. VACANT UNIT

VISITORS
TENANTS ARE RESPONSIBLE FOR THEIR VISITORS AT ALL TIMES. NO GUEST MAY REMAIN ON THE PREMISES MORE THAN 21 NIGHTS IN A 12 MONTH PERIOD UNLESS OTHERWISE APPROVED BY MANAGEMENT. WASHERS AND DRYERS
COIN OPERATED LAUNDRY FACILITIES ARE LOCATED AT ALL EDDERLY DEVELOPMENTS AND SCATTERED SITE BUILDINGS THAT DO NOT CONTAIN CELLAR AREAS WITH INDIVIDUAL MACHINE HOOKUPS.
THE AUTHORITY SHALL PROVIDE CONNECTIONS FOR WASHING MACHINES AND DRYERS IN CELLAR AREAS WHERE AVAILABLE. PLEASE USE YOUR WASHER SHUT-OFFS TO PREVENT UNDUE PRESSURE ON THE HOSE WHICH MAY CAUSE IT TO SPLIT AND CAUSE FLOODING.
AT HILLCREST OAKS, DRAIN CAPS MUST BE PLACED BACK ON THE DRAIN PIPE AFTER EVERY USE OF THE WASHING MACHINE, TO PREVENT SEWERAGE BACK UP INTO THE CELLAR AS OUTLINED BY THE TENANT SELECTOR DURING YOUR INITIAL APARTMENT INSPECTION.
IF ON MORE THAN TWO OCCASIONS, A TENANT HAS NOT REPLACED THE CAP ON THE WASHING MACHINE DRAIN AFTER USE, AND A BACKUP HAS OCCURRED, THE AUTHORITY SHALL REMOVE THE HOOKUP FOR THE WASHER AND DRYER IN THAT UNIT.
TENANTS WILL BE CHARGED LABOR AND MATERIALS FOR THE CLEANING UP OF ALL BACKUPS CAUSED BY NOT REPLACING THE CAP ON THE DRAIN LINE AFTER USE OF THE WASHING MACHINE.
IF A BACKUP OCCURS IN A BUILDING WHILE A WASHING MACHINE IS IN USE IN ANY APARTMENT, ALL TENANTS IN THAT BUILDING WILL BE CHARGED FOR CLEANUP DAMAGES. SUCH DAMAGES SHALL BE APPORTIONED ACCORDING TO THE NUMBER OF APARTMENTS IN THAT BUILDING.

YARD SALES
YARD SALES ARE NOT ALLOWED AT THE ELDERLY DEVELOPMENTS DUE TO PARKING LIMITATIONS.
TENANTS AT OTHER DEVELOPMENTS MAY CONDUCT ONE YARD SALE PER YEAR AND MUST OBTAIN APPROVAL FROM THE OFFICE. PROCEDURES AND REQUIREMENTS FOR THE CONDUCTING OF YARD SALES ARE AVAILIBLE AT THE OFFICE.
ATTLEBORO HOUSING AUTHORITY
COMMON AREA USAGE POLICY
PURPOSE
TO PERMIT RESIDENTS TO ENJOY THEIR RIGHT TO PRIVACY WHILE ENSURING AN OVERALL UNIFORM AMBIENCE TO THEIR DEVELOPMENTS. TO PROVIDE RESIDENTS AND MANAGEMENT RULES FOR THE MAINTENANCE OF COMMON AREAS.
PROCEDURES AND REQUIREMENTS
1. RESIDENTS MAY NOT INSTALL A FENCE ON HOUSING AUTHORITY PROPERTIES. BORDER FENCES, NOT MORE THAN 20” IN HEIGHT, MAY BE ERECTED ENCLOSING PLANTING BEDS AT FAMILY DEVELOPMENTS ONLY.
2. NO SHEDS, ANIMAL CAGES OR ANY OTHER APPURTENANCES MAY BE ERECTED ON HOUSING AUTHORITY PROPERTY. NO SWING/SLIDE SETS, TRAMPOLINES OR SWIMMING POOLS OF ANY KIND MAY BE ERECTED ON AUTHORITY PROPERTIES. ALL TOYS MUST BE STORED INSIDE OF APARTMENTS AT ALL TIMES.
3. RESIDENTS MAY HAVE SEASONAL FURNITURE IN THE REAR AREAS OF THEIR UNITS FOR FAMILY DEVELOPMENTS AND IMMEDIATELY OUTSIDE THEIR APARTMENTS IN ELDERLY DEVELOPMENTS. SUCH FURNITURE MUST BE REMOVED AT THE END OF THE SEASON (OCTOBER 15TH) . NO TIRES, BATTERIES OR OTHER PARTS TO MOTORIZED VEHICLES MAY BE STORED ON HOUSING AUTHORITY PROPERTIES.
4. TEMPORARY SUMMER SCREEN HOUSES ARE ALLOWED WITH WRITTEN PERMISSION OF THE MANAGEMENT. SUCH SCREEN HOUSES MUST BE STORED INSIDE BY OCTOBER 1ST.
5. COOKING GRILLS MAY BE STORED ADJACENT TO REAR ENTRANCE WAYS.
6. RESIDENTS MAY PLANT SEASONAL FLOWERS AND PLANTS IN AN AREA IMMEDIATELY ADJACENT TO THEIR ENTRANCE DOORS, PATIOS OR ENTRANCE STAIRS. AREAS TO BE APPROVED BY THE DIRECTOR OF MAINTENANCE OR HIS DESIGNEE.
7. ANIMALS SHALL NOT BE CHAINED OR TIED ON AUTHORITY PROPERTY. PETS ARE PERMITTED IN ELDERLY DEVELOPMENTS WHEN A RESIDENT HAS OBTAINED A WAIVER FROM DHCD.
8. RESIDENTS MAY PLACE EXTERIOR HOLIDAY DECORATIONS IN AN AREA IMMEDIATELY ADJACENT TO THEIR UNIT. SUCH DECORATIONS SHALL NOT INTERFERE WITH THEIR RIGHTS OF THEIR IMMEDIATE NEIGHBORS OR BLOCK OTHER RESIDENTS FROM ENTERING THEIR APARTMENTS OR PARKING THEIR VEHICLES. THE AUTHORITY RESERVES THE RIGHT TO APPROVE OR DISAPPROVE ELECTRICAL DISPLAYS.
9. THE AUTHORITY WILL CONDUCT REGULAR INSPECTIONS OF PROPERTIES. TENANTS WILL BE INSTRUCTED TO REMOVE ALL DEBRIS AND ITEMS WITHIN 15 DAYS THAT ARE IN VIOLATION OF THIS POLICY
10. THE AUTHORITY WILL HAVE DEBRIS, HEALTH HAZARDS AND OTHER ITEMS IN VIOLATION OF THIS POLICY REMOVED FROM PROPERTIES. RESIDENTS WILL BE BACKCHARGED ANY COST INCURRED IN THE REMOVAL OF SUCH ITEMS.
ENFORCEMENT
UNDER SECTION 3G OF THE LEASE FOR STATE-AIDED PUBLIC HOSING, RESIDENTS MUST OBEY ALL RULES AND REGULATIONS WHICH SHALL BE CONSISTANT WITH THE LEASE AND ARE AVAILIBLE IN THE OFFICE OF THE AUTHORITY.
ATTLEBORO HOUSING AUTHORITY
VEHICLE/PARKING POLICY
PURPOSE
THE PURPOSE OF THIS PARKING POLICY IS TO ENSURE:
THAT THE LEGAL RESIDENTS OF THE AUTHORITY HAVE A PARKING AREA, WHERE POSSIBLE, FOR THEIR CARS, GIVING THEM EXCLUSIVE USE OF THE AUTHORITY’S PROPERTY DESIGNED FOR THAT USE
THAT UNREGISTERED INOPERABLE VEHICLES, PRESENTING A CLEAR AND IMMEDIATE UNATTRACTIVE NUISANCE, ARE NOT “GARAGED” IN THOSE PARKING AREAS
THAT STRIPPED, “JUNKED” VEHICLES, OR THOSE IN THE PROCESS OF REPAIR, ARE NOT ALLOWED ON THE PREMISES, CREATING HAZARDOUS THREATENING SITUATIONS FOR RESIDENTS, GUESTS, VENDORS, AND OR ANY OTHER PERSONS HAVING REASON TO BE IN THE AREAS.
RESIDENTS OF THE HOUSING AUTHORITY
ALL RESIDENTS OF THE AUTHORITY MUST REGISTER THEIR VEHICLES WITH THE MASSACHUSETTS REGISTRY OF MOTOR VEHICLES.
ALL VEHICLES MUST BE REGISTERED WITH THE MANAGEMENT OFFICE IN ORDER TO RECEIVE A PARKING STICKER FROM THE AUTHORITY. VEHICLES WITHOUT A VALID AUTHORITY PARKING STICKER WILL NOT BE ALLOWED ON THE PREMISES, UNLESS OTHERWISE APPROVED BY THE EXECUTIVE DIRECTOR.
REGISTRATION PROCEDURE
RESIDENTS MUST PRESENT, TO THE AUTHORITY, THEIR COPY OF THE OFFICIAL REGISTRATION OF THE VEHICLE WITH THE STATE OF MASSACHUSETTS. THE REGISTRATION OF THE VEHICLE MUST BE IN THE NAME OF THE LEGAL RESIDENT OF THE AUTHORITY (A PERSON ON THE LEASE, OR IN THE CONTINUED OCCUPANCY FORM) , AND MUST BE CURRENT.
PARKING REPRESENTATIVES
EVERY DEVELOPMENT SHALL HAVE A RESIDENT PARKING REPRESENTATIVE WHO SHALL BE APPOINTED BY THE EXECUTIVE DIRECTOR. THE PARKING REPRESENTATIVE SHALL HAVE THE FOLLOWING RESPONSIBILITIES:
1. HE/SHE SHALL ASSIGN PARKING SPACES TO THE TENANTS OF THE ELDERLY DEVELOPMENTS ONLY, UNDER THE GUIDANCE AND SUPERVISION OF THE EXECUTIVE DIRECTOR.
2. HE/SHE SHALL MONITOR THE ASSIGNMENTS AND ISSUE GUEST PARKING CARDS.
3. THE EXECUTIVE DIRECTOR SHALL ASSIGN HANDICAPPED PARKING SPACES.
PARKING STICKER PROCEDURE
MANAGEMENT WILL RECORD THE NAME OF THE REGISTRANT, HIS/HER ADDRESS AND TELEPHONE NUMBER, THE MODEL, MAKE, COLOR AND YEAR OF THE VEHICLE, THE EXPIRATION DATE OF THE REGISTRATION AND THE NUMBER OF THE STICKER, WHICH WILL BE ISSUED TO THE TENANT.
THE STICKER WILL BE PLACED ON THE INSIDE OF THE BACK WINDOW, ON THE RIGHT HAND SIDE (AS YOU FACE THE BACK SEAT FROM THE DRIVER’S SEAT OF THE VEHICLE).
PARKING RESTRICTIONS
VEHICLES ON THE PREMISES WHICH HAVE NOT BEEN PROPERLY REGISTERED WITH THE MANAGEMENT OFFICE AND/OR WHICH ARE NOT PROPERLY REGISTERED WITH THE REGISTRY OF MOTOR VEHICLES WILL BE TOWED AT THE OWNER’S EXPENSE.
MANAGEMENT WILL WORK CLOSELY WITH THE POLICE DEPARTMENT TO RID THE AREAS OF JUNKED, WRECKED, AND INOPERABLE, UNREGISTERED VEHICLES, WHETHER THEY ARE PARKED ON THE PROPERTY OF THE AUTHORITY OR THE CITY.
NO RESIDENT SHALL PERFORM ANY WORK ON, OR REPAIRS TO, ANY VEHICLE UNDER SUCH CIRCUMSTANCES AS WILL CREATE A SERIOUS THREAT OR HAZARD TO THE HEALTH, SAFETY OR WELL BEING OF ANY OTHER PERSON, OR WHICH WOULD CREATE A SERIOUS THREAT OF INJURY TO ANY PERSON, OR DAMAGE TO THE PROPERTY OF THE AUTHORITY. NO WORK WILL BE PERFORMED ON ANY VEHICLE WHICH COULD INTERFERE WITH THE QUIET ENJOYMENT OF OTHER RESIDENTS.
THE ONLY WORK THAT MAY BE PERFORMED ON A VEHICLE MUST BE OF A MINOR NATURE, SUCH AS, THE CHANGING OF A TIRE, AND TAKE NO MORE THAN ONE DAY TO COMPLETE. THE CHANGING OF OIL IS NOT CONSIDERED A “MINOR” TASK, AND IS NOT PERMITTED ON THE PREMISES.
WASHING OF VEHICLES IS NOT PERMITTED ON THE PREMISES. UNDER NO CIRCUMSTANCES IS ANY VEHICLE TO BE PARKED ON CURBS, LAWNS, COURTYARDS OR ANY AREA NOT SPECIFICALLY DESIGNED AND APPROVED FOR PARKING. VIOLATION OF THIS, OR OTHER REGULATIONS OF THE AUTHORITY THAT MAY, FROM TIME TO TIME, BE MADE ADDENDUMS TO THE LEASE TO ENSURE THE HEALTH, SAFETY AND/OR PEACE OF MIND OF RESIDENTS AND/OR THE PROTECTION OF THE PREMISES OF THE AUTHORITY, WILL RESULT IN THE COMMENCEMENT OF EVICTION.
NO COMMERCIAL VEHICLES ARE TO BE PARKED ON THE PREMISES OF THE AUTHORITY.
GUEST PARKING
NON-RESIDENT VEHICLES THAT ARE PARKED ON AUTHORITY PROPERTY FOR MORE THAN 24 HOURS MUST DISPLAY A TEMPORARY PARKING CARD IN THE REAR WINDOW. THE TEMPORARY GUEST PARKING CARDS WILL BE ISSUED BY THE PARKING REPRESENTATIVE AT EACH DEVELOPMENT. THE VEHICLE, HOWEVER, MUST BE LEGALLY REGISTERED AND COMPLY WITH ALL RESTRICTIONS IMPOSED ON THE VEHICLES OF RESIDENTS.

4. RESIDENTS MAY NOT PLACE FOOD OF ANY TYPE ON HOUSING AUTHORITY PROPERTY FOR THE PURPOSE OF FEEDING AND ATTRACTING WILDLIFE.

PURPOSE
THE PURPOSE OF THIS POLICY IS TO CLARIFY WHAT PERSONS ARE ALLOWED TO POSSESS A MASTER KEY TO ALL HOUSING AUTHORITY PROPERTIES
OVERVIEW
IN THE ABSENCE OF AN EMERGENCY SITUATION SUCH AS FIRE, FLOOD, TORNADO OR OTHER UNFORESEEN CIRCUMSTANCES, THE MASTER KEY SHOULD ONLY BE MADE AVAILIBLE IN SOME SUCH EXTREME EMERGENCY THAT MIGHT OCCUR IF THE EXECUTIVE DIRECTOR OR MAINTENANCE DIRECTOR IS NOT AVAILABLE.
THE PRIVACY OF TENANTS AND THEIR PEACEFUL ENJOYMENT OF THE PREMISES, WHICH THEY OCCUPY, SHOULD NOT BE SUBJECT TO THE WHIMS AND DESIRE OF ENTRY BY OTHER PERSONS.
THIS POLICY SHALL NOT PREVENT ANY TENANT FURNISHING A KEY TO THEIR APARTMENT TO A DESIGNEE TO BE USED IN THE CASE OF AN EMERGENCY OR A LOCKOUT.
PROCEDURES
1. AUTHORITY PERSONNEL WILL HAVE ACCESS TO MASTER KEYS FOR THE PURPOSE OF PROVIDING SERVICES TO TENANTS DURING NORMAL WORKING HOURS.
2. EMERGENCY PERSONNEL ON CALL AFTER NORMAL WORKING HOURS WILL HAVE ACCESS TO THE MASTER KEYS FOR ALL AUTHORITY PROPERTIES.
3. TENANT COORDINATORS HIRED BY THE AUTHORITY TO ASSIST THE AUTHORITY AND THE GENERAL CONTRACTOR ON DESIGNATED CONSTRUCTION PROJECTS SHALL HAVE ACCESS TO MASTER KEYS IF NEEDED. TENANT COORDINATORS REPRESENT THE INTERESTS OF TENANTS DURING THE CONSTRUCTION WORK.
4. LOCKOUTS ARE ADDRESSED IN THE LOCK OUT POLICY, HOWEVER, TENANT VOLUNTEERS SHALL NO LONGER HOLD A MASTER KEY. TENANTS MAY VOLUNTARILY ELECT TO PROVIDE TENANT VOLUNTEERS WITH A KEY TO THEIR APARTMENT.
